A helicopter may be operated at less than the minimum safe altitudes prescribed by regulations for other aircraft if
| | A) at least 500 feet is maintained above the highest obstacle within a radius of 1,000 feet. |
| | B) the operation is conducted without hazard to persons or property. |
| | C) an altitude of at least 500 feet is maintained over other than congested areas. |
