The holder of a Ground Instructor Certificate may not exercise the privileges of that certificate unless that person has
| | A) successfully completed a refresher course within 3 months prior to expiration. |
| | B) passed a practical test within the preceding 12 months. |
| * | C) served for at least 3 months as a ground instructor within the preceding 12 months. |
